プログラム評価の学びについては継続的に検討しているが，①評価を行うにあたっての社会的文脈（コンテクスト）およびステークホルダーの分析，②費用対効果の分析，③評価の予算案の策定（i.e, budgeting）の3つのトピックの追加が必要。

①については，ニーズアセスメントからの流れで検討（例：Conner, 1986, p. 63），②は理解を深める必要あり，③については，仮の予算案でもよいので，評価というプロジェクトを遂行するうえで要する（と考えられる）予算案（例：Conner, 1986, p. 64）を検討。
