「プログラム」であることの唯一の定義は「ゴール」があることとされる。すなわち場当たり的な活動・実践はプログラムとして定義できないとされている。システムについても同様の記述があったのでメモしておく：

“A system must have an aim. Without an aim, there is no system.”

さらにつづけて，”The aim of the system must be clear to everyone in the system”と記されている。
